Sir,
With reference to my despatch No.41 of 18th
January, 1929, concerning the appointment, in accordance
with the additional Royal Instructions in regard to the
constitution of the Executive and Legislative Councils of
Hong Kong, of additional members to the Legislative Council,
I have the honour to inform you that the enlarged Council
was formally inaugurated at a meeting held on 24th January,
when the four new members took their seats as members of the
Legislative Council.

A press report of the proceedings is enclosed.
The appointment of the additional members has
met with approval throughout the Colony and the selection of
Mr. Braga and Dr. Tso Shin-wan as unofficial members has
given particular satisfaction to the Portuguese and Chinese
communities and to the residents of Kowloon, whom these
gentlenen by race, domicile, and experience are peculiarly
fitted to represent.
